Schemes that apply in Himachal Pradesh

Two central schemes and what we know of the state, at the rates for a hill state. Amounts and dates can change, so each card links to its source.

PM Surya Ghar: Muft Bijli Yojana

Central assistance for rooftop solar on homes, at the higher special-category rate: ₹33,000 per kW for the first 2 kW and ₹19,800 for the third kW, capped at ₹85,800. It needs DCR modules and an application on the national portal.

  • 1 kW ₹33,000
  • 2 kW ₹66,000
  • 3 kW or more ₹85,800

Housing societies and resident welfare associations get ₹19,800 per kW for common facilities, up to 500 kW at 3 kW per house.

Himachal Pradesh is a special-category state, so the amounts are higher than in Punjab, Haryana and Chandigarh (₹78,000 at most there). The scheme runs until March 2027 (FY 2026-27). Check the portal for any extension.

PM‑KUSUM solar pumps

Stand-alone solar pumps (component B): in Himachal Pradesh the central grant is 50 percent of the benchmark or tender cost, whichever is lower, against 30 percent in most states. We have not confirmed the state and farmer shares. PEDA's page states that the ministry closed PM‑KUSUM 1.0 on 31 December 2025, and we found no Himachal window since.

We tell you when a new window opens. Confirm the current position with HIMURJA before you plan around a subsidy.

Free units for homes

Press reports say Himachal Pradesh keeps giving 125 free units a month for domestic connections. We found no dated 2026 order that confirms it, and homes without a civic-body NOC have been reported as left out. Our savings estimates leave free units out, so a home that already uses mostly free units saves less on energy with solar.

Not confirmed: availability can only be checked with the agency.

Read your own bills before you size a plant, and confirm the rule with HPSEBL. We found no Himachal state top-up on the PM Surya Ghar subsidy.

Net metering in Himachal Pradesh, step by step

The connection is approved by HPSEBL, under HPERC rules. The tag on each step says who does it.

  1. Wesics

    Survey and size

We measure the roof, map shade, read your bills and check your sanctioned load. You get an itemised quote and a 3D layout.

  2. Wesics

    File with HPSEBL

We file the net-metering application with HPSEBL. For PM Surya Ghar the application also starts on the national portal.

  3. DISCOM

    Feasibility and approval

HPSEBL checks that your connection can take the plant and approves the application. Timelines are set by the DISCOM and HPERC. See the reported rules below, and ask us for the current expectation.

  4. Wesics

    Install to the approved design

Our crew installs the modules, structure, cables, earthing and protection to the approved design.

  5. DISCOM

    Inspection and meter

HPSEBL inspects the plant and fits or approves a bi-directional meter.

  6. You

    Commissioning and subsidy claim

The plant is commissioned and the meter starts counting both ways. With PM Surya Ghar, commissioning is what lets the subsidy claim go through.

HPSEBL Whole state

Named as the distribution licensee in the HPERC rooftop rules, and the only distribution company we found for Himachal Pradesh.

Reported rules in Himachal Pradesh, check before relying

These points come from the regulator or from press reports of its orders. Confirm them with HPSEBL or HPERC before you rely on them.

  • Under the June 2024 amendment to the HPERC rooftop rules, a plant may be up to 10 kW on a single-phase connection, 20 kW on a three-phase connection and 1 MW at 11 kV or higher. Above 10 kW of sanctioned load, the limit is the higher of 50 percent of the load or 10 kW. HPERC, 12 Jun 2024(opens in a new tab)
  • Systems up to 10 kW need no technical feasibility study. The sanctioned load is treated as raised to the plant size, and an extra security deposit applies. HPERC, 12 Jun 2024(opens in a new tab)
  • An amendment notified on 19 August 2026 makes the DISCOM accept a digital metering connection agreement inside the online application, so a PM Surya Ghar applicant no longer needs a separate net-metering agreement. HPERC, 19 Aug 2026(opens in a new tab)

Who does what in Himachal Pradesh

These bodies touch every rooftop plant. Each name links to its glossary entry.

Bodies that govern solar in Himachal Pradesh and what each does
BodyWhat it does
MNRE Ministry of New and Renewable EnergyRuns the national schemes (PM Surya Ghar, PM‑KUSUM) and keeps the approved list of module makers.
HPERC Himachal Pradesh Electricity Regulatory CommissionSets the state rules and tariffs for electricity, including the rules that govern net metering in Himachal Pradesh.
HPSEBL Himachal Pradesh State Electricity Board LimitedSupplies and bills power across Himachal Pradesh, processes net-metering applications, inspects plants and fits meters.
HIMURJA Himachal Pradesh Energy Development AgencyThe state nodal agency for renewable energy. The HPERC rules let either HIMURJA or HPSEBL front the rooftop scheme, so ask which one handles your application.
